If you visit the official website, they state that in order to obtain information about VPSKEYS, a user needs to get in touch with the Local VPS Chapter. I have searched their website, but nothing could be provided. You will have to follow the guidance as they specified.
Additionally, try running the software in compatibility mode. Right click the setup package and choose Properties > Compatibility. Pick Windows 7 from the list and then install it.

You have probably updated the version of your Windows, therefore, losing the compatibility. This application is not compatible with higher versions of Windows operating systems above Windows XP. The software is known to have problems running in higher Windows versions. Unfortunately, you can't do pretty much about it because no compatibility tweaks will have an effect in this situation.
If you have changed the operating system, there is a big probability that the application is not compatible with your current operating system. If you still have the setup package, please re-install the application.
As a notice, please check the main webpage more often because it seems the service is down or in a maintenance mode. It is very likely that the application first checks the server availability before opening up.
You cannot actually download the application because the website is in maintenance mode.
